In 1933 New York City had over 50,000 pushcart peddlers. Prior to October 29th, 1940 pushcarts lined Arthur Avenue and supplied the neighborhood with their daily needs. These merchants had to be of hardy stock because they were on the street six days a week regardless of the elements.

On that date Mayor Fiorello LaGuardia opened the Market on Arthur Avenue. Joe Liberatore, who has had his flower shop in the market since opening day, remembered that while outside, he and his fellow merchants had to huddle around garbage pails filled with burning newspapers to keep warm.
